HARMONIOUS是和谐的和睦的融洽的意思，也许就是怡字吧

会不会是“总理”的意思。但从词性上看应该是个名词，似乎又不对。ts是不是对应汉语拼音里的z呀！superintendent (tsung-li) of the Board of Revenue 总理户部事务
